I’m pretty sure those are weights for tire balancing, I’m sure with a drill or a screw eye though they’d work in a pinch

These go on a wheel rig. If you throw it out and it feels off balance, stick these bad boys on. I usually throw a 16” basic steel wheel.

These are used to balance your reel. Cast and count the rotations. If the rotation is faster after the 15th rotation, stick one of the weights to your reel.
